Burrillville Town Council Meeting AGENDA for Sept.9, 7:00 pm Town Council Chambers

REGULAR MEETING of the Burrillville Town Council to be held Wednesday, September 9, 2015 at 7:00 P.M. in Council Chambers, 105 Harrisville Main St., Harrisville, for and within the Town of Burrillville.
PRESENT: Council President John F. Pacheco III and Councilors Stephen N. Rawson, Nancy F. Binns, Michelle D. Bouchard, Kimberly Brissette Brown, Donald A. Fox and David J. Place

MEMBERS ABSENT:

1.      Pledge of Allegiance

2.      That the question of accepting the minutes of the regular meeting held August 26, 2015 and the question of dispensing with the reading of said minutes be now taken up.

5.      Special Business to be considered and acted on:
15-247  MOTION to adopt a citation recognizing Alexzander Michaud relative to the 2015 Summer Reading Program.

15-248  Consider and act on applications from St. Joseph’s Church for:
A)      a victualing license to apply on September 25, 2015, October 7, 2015 and December 9, 2015 at 183 Sayles Ave, Pascoag (Map 174, Lot 131) and

B)      two (2)  Class F liquor licenses to apply at the Dinner Show scheduled for September 25, 2015 and for the Applefest dinner  scheduled for October 24, 2015 at 183 Sayles Ave, Pascoag (Map 174, Lot 131)

8.      Unfinished Business to be considered and acted on:
        
15-188  MOTION to receive and file agenda item #15-188, proposed “Solar PV System/Community Virtual Solar Garden Program Development Agreement” between the Town of Burrillville and Community Green Energy LLC.
15-219  MOTION to consider and act on appointments to the 2015 Charter Review Commission.

9.      New Business to be considered and acted on:

15-249  MOTION to adopt the Parks & Recreation Field/Facility Use Fee Schedule, pursuant to §16.5-2(a) of the Revised General Ordinances, Town of Burrillville, Rhode Island, 2004, as amended; to be considered and acted on.

15-250  Consider and act on a request from Dr. Frank Pallotta, Superintendent, Burrillville School Department, for the appointment of two Town Council members to serve on the School Department Redistricting Advisory Committee.

15-251  Consider and act on an allocation of SBA Tower donation of $2,000.

15-252  MOTION to refer to the Screening Subcommittee the vacancy of alternate member of the Recreation Commission.

15-253  MOTION to refer to the Screening Subcommittee applications from Karen Francisco and Paige Spink; to be considered and acted on.

15-254  MOTION to refer §§30-71 and 30-72 of the Revised General Ordinances, Town of Burrillville, Rhode Island, 2004, as amended to the Ordinance Subcommittee for a recommendation as to allowing for the use “Brewery or distillery” in some zoning districts.

10.     Town Clerk/Communication to be considered and acted on:

15-255  MOTION to receive and file a warranty deed conveying Map 174, Lots 1 and 2 from Gerald F. Swift to the Town of Burrillville; to be considered and acted on.

15-256  MOTION to receive and file the Summary of the 2015 Legislative Session: Legislation that Affects Local, Regional and Statewide Planning provided by the Statewide Planning Program; to be considered and acted on.
11.     Additional New Business to be considered and acted on:

15-257  Request for executive session from Michael C. Wood, Town Manager, pursuant to Rhode Island Open Meeting Law:

A)      §42-46-5(a)(2) for discussion and action relative to matters of litigation between the Town and TransCanada (Ocean State Power); and

B)      §42-46(a)(6) for discussions relating to a prospective business or industry locating within the Town of Burrillville: Invenergy LLC - Clear River Energy Center; and

C)      §42-46(a)(5) for review, discussion and considerations related to the acquisition, sale and exchange of real property (Map 179, Lots 89 and 90 – off Victory Highway

D)      §42-46(a)(5) for review, discussion and considerations related to the acquisition, sale and exchange of real property (Map 197, Lots 006 and 014 – Mapleville
